I have a four port router, is it possible to configure the bandwidth percentage for each port?

If so, is this a software or hardware configuration.

Thanks in advance

It will depend on what router you have. The typical $40.00 D-Link or Netgear router will not allow you to control the bandwidth for each port.
If you are willing to spend the money, there are routers that will do what you want. Check out D-Links web site and look at their gaming routers

ABSOLUTELY, This can only be done on enterprise quality products though. There are many ways that this can be done, and it gets quite complicated actually. One of the most common ways now days in the corporate enterprise is through MPLS networks using a CoS (class of service).
